Jessica Scheer

Texas City

Jessica Scheer is the mother to two wonderful sons, one who is autistic and the reason she began her advocacy journey in 2005. Jessica got involved with her local LIDDA in Austin, Texas, immersing herself in books, attending local autism fairs, and learning all she could. She attended her first Texas State Autism Conference in 2006. That is where Jessica found her true calling and passion in advocating for disabled individuals and their families. She served on the Round Rock ISD’s special education parent advisory council, is part of the University of Texas’ Autism Program, is a Texas Parent to Parent advocate, and actively participates in events and fundraisers in her community. Jessica is confident that being a graduate of the 2025 Partners in Policymaking is a blessing to advocate at the legislative level and ensure disabled individuals receive the best quality and safety in the delivery of their services.

Project Title

Competitive Pay and Training for Personal Care Attendants

Project Description

In navigating services for her autistic son, Jessica has come to realize that personal care attendants are missing vital things to be a success in the lives of the disabled in the state of Texas. There are huge deficits in the amount of personal care attendants and the number of disabled individuals. In addition, they are paid less than a bathroom custodian at any local Buc-ee’s, and are not properly trained to handle the job of being a personal care attendant to a disabled individual. It is Jessica’s hope to unite local families, committees, and organizations to help in her efforts to advocate for changes in the system. One day, these changes will come to fruition to benefit all disabled individuals in the great state of Texas.
